Several hour standoff in Prineville ends peacefully with arrest; Suspect identified

Prineville, Ore. – A tense standoff between police and a suspect off NE Belknap Street in Prineville ended peacefully just after midnight, following a heavy law enforcement response that drew a crowd of more than 100 onlookers.

The incident began late Thursday evening when local authorities, supported by multiple agencies and at least two armored vehicles, responded to reports of a man refusing to exit a camper trailer on a property behind Wagners Market. Officers repeatedly used a loudspeaker to order the man to surrender, announcing he was under arrest and warning that chemical munitions and a police K-9 had been authorized if necessary. They also announced they were working to obtain a warrant.

Law enforcement maintained a perimeter, keeping the growing crowd of spectators at a distance.

Police later announced by loudspeaker that they had obtained a warrant to enter the trailer.

Around midnight, the Central Oregon Emergency Response Team (CERT) used one of the armored vehicles to breach the back window of the camper and place a cell phone inside the camper in an effort to speak with the suspect. The suspect voluntarily surrendered without further incident shortly after midnight when he walked out of the trailer.

“Eventually, the suspect surrendered peacefully, and no force was used during the arrest,” said Prineville Police Chief Jeff Profio. “There were no injuries to the suspect or law enforcement personnel during this incident.”

The man arrested was identified by the Prineville Review early this morning as Jacob Todd Boyum, 46, of Prineville, and later confirmed by the Prineville Police in a press release after initial publication. According to Crook County Jail Records, he was booked on multiple charges, including:

  • Menacing in the First Degree
  • Unlawful Use of a Weapon
  • Attempt to Commit Assault in the Second Degree (a Class B felony)
  • Parole Violation

Officers and/or vehicles were at the scene from the Crook County Sheriff’s Office, Jefferson County Sheriff’s Office, Redmond Police Department, and Bend Police Department. Numerous other unmarked police vehicles were also on the scene.

A family member of Boyum, who would only speak to the Prineville Review on condition of anonymity, said police alleged that Boyum had threatened individuals with a knife earlier in the evening, prompting the significant law enforcement response. The family member also confirmed that Boyum was likely dealing with a “mental episode”.

No injuries were reported during the incident. A statement was released by Prineville Police shortly after initial publication.
