Crook County School District Board appoints Joel Hoff as permanent superintendent

Prineville, Ore. — The Crook County School District has officially appointed Dr. Joel Hoff as its permanent superintendent following a unanimous decision by the district’s board earlier this week.

At its April 13th meeting, the district’s Board of Directors approved a three-year contract for Hoff, who had been serving in the role on an interim basis. The appointment follows what district officials described as a broad stakeholder engagement process that included surveys and community listening sessions. According to the district, 97% of respondents supported keeping Hoff in the position rather than conducting a nationwide search.

District leaders framed the decision as a move toward stability after a period of transition.

“The climate in the District is much improved and significantly calmer than it was just a year ago,” board vice chair Scott Cooper said, crediting Hoff’s leadership for the shift. Cooper added that community feedback overwhelmingly favored continuity, with many respondents pointing to the importance of maintaining momentum.

Survey participants highlighted Hoff’s communication skills, collaborative approach, and focus on student-centered, data-informed decision-making as key strengths. District officials also said community members consistently expressed a desire to see ongoing progress continue under his leadership.

Hoff has served as interim superintendent for the past year, during which time he worked to establish district-wide vision and values, strengthen instructional leadership, and implement systems aimed at improving student outcomes. Prior to that, he spent five years as assistant superintendent.

In a statement, Hoff said his focus will remain on students and strengthening partnerships across the community.

“I look forward to keeping our district’s focus where it belongs—on our students—while continuing to support our incredible staff and strengthening the systems that help every learner succeed,” Hoff said.

As superintendent, Hoff is expected to continue working with staff, families, and community partners to enhance instructional systems and ensure students graduate prepared for future opportunities, according to the district.

The district said the decision reflects a broader commitment to sustaining recent progress while continuing to advance educational outcomes across Crook County schools.
